I remember reading something like this but I might be wrong and I would
love some clarification.
The rtirq init script is aimed at both options. In fact, on all other
kernel configurations it just does absolutely nothing, so don't bother to
have it if you don't set PREEMPT_DESKTOP or PREEMPT_RT.
