"You are free to distribute this and play it in a commercial setting but if you make any money out of it that is taxable then your govt should give me some of the revenue because I made it possible for them to make a lot more money than they give me." Unfortunately we can't trust governments to play fair so we will almost always loose out. So now the question is who is willing to pay their taxes?
