Hi, No, the stutter effect is only available as a Neil machine. As a matter
of fact it somewhat relies on being run in a tracker. It's a really simple
plug-in but it relies on the host to be able to supply a lot of info (like
the length of a sequencer "row" in samples) and on precise automation.

Drum effects are done using a combination of tracker retrigger command, a
special effect I made for neil called stutter and feeding short chunks of
drum line to the delay and reverb respectively
Is the stutter effect available as LADSPA? Or LV2..? Would be great to get
more "dnb / glitchy" plugins around... also if you haven't used it yet
check
the Transient Mangler LADSPA, works wonders on snares (& kicks if carefully
used)...
