I am not referring to the -rt kernel, but the mainline kernel, which is
perfectly adequate for low latency these days.

My experience is that it does not. I'd be interested to see any
evidence that optimizing a system for multimedia (latency in the 1-2ms
range) degrades normal desktop use.
