As far as I can tell, that's the province of whatever getty you're
using, rather than /bin/login. A quick check on a handy Slack install
revealed that agetty doesn't support changing the login prompt;
however, ngetty does, qingy might, and fgetty is so tiny that it
should be trivial to hack on.
