[LAU] Downsampling via .asoundrc

If I define my slave device in .asoundrc with rate 8000, shouldn't I hear audio output by any ALSA application downsampled to that rate? Here that's not the case and audio seems to be heard with whichever frequency the app is using. Find attached my .asoundrc.
