I believe when FalkTX took over maintenance of jackd the utility programs were
split out to a separate package so that they would not need to duplicate code
between the jackd 1 and jackd 2 repositories. Perhaps look for a separate
package with jack and tools in the name. On Fedora that package is
jack-example-tools.
