On the commandline you can use ffmpeg to replicate an image file for the
duration of the video and then join the audio and video tracks together.
If you want to use a graphical editor kdenlive is probably the fastest way
to get started but you might also look at openmovieeditor, cinelerra and
blender depending on your preference for learning new tools.
Youtube also provides some editing tools on the admin section of the site.
You might be able to use those too.
