Hi,
You have forums or website which have an embedded mediaplayer who plays
(posted) mediafiles...
Is there an open source solution for it? To play media files posted by
forum members?

There are a few open-source and free-software solutions for this. For
example, Flowplayer supports mp3 in addition to video, and is actively
developed, though I wouldn't have any idea how to embed it in forum posts.
I think it'll even build without the Flash IDE, but I haven't actually
tried that myself.

website; it supports xspf playlists. it's comes with a cc license.

kind of arrangement for alternative licensing with the author. I think I
read somewhere that he'll do it for 20 euros, but I don't know if that's
one-time or a subscription or what.
There's also Dashplayer, which is CC-BY as far as I know, but it's part of
the Drupal project and I don't know what's involved in using it with
something else.

I use mv_embed from metavid
(http://metavid.ucsc.edu/wiki/index.php/Mv_Embed) for my website
(www.ematech.fr).
It's the most free solution I've found and I've tried a bunch of them.
It's very flexible as it tries to use the best playback method between
navigator native support (Ogg theora in Firefox and Opera)/native
plugin/java player (cortado) and eventually flash (flowplayer)!
