A possible starting point, perhaps?
Sonic Visualizer and/or Tony both from the Centre for Digital Music,
Queens Mary University of London:

I just took a quick look at them. Do they have a text-based mode or
yield text-based output? I couldn't find anything, it all sounded very
visual.
I am not very familiar with either application, but my suspicion is
that they are not friendly to those needing text. However, both have
data export capabilities that save as text files, which may then be
fed to some other software. Additionally, my hope in recommending
them was that, because these were coming out of a university, the
Centre for Digital Music might either have more suitable text-based
applications, or collaborate with other groups that are better suited.
Hence my caveat "A possible starting point, perhaps".
(I encountered them recently when I was looking for tools that might
be able to turn an audio stream into a rough draft of a score. They
didn't quite suit my needs, but they were intriguing enough for me to
make note of them. I did not examine the exported text files beyond a
cursory glance. So, I don't know if they would be sufficient for your
colleague.)
