Not a plugin but the Gnome Wave Cleaner (GWC) works great.

The gnome wave cleaner, gwc might be your best bet. It's not a plugin,

Can that be used with ecasound do you know? Or at least called from the
command line on a file? I'm going to be applying the same settings to a
whole wack of small files.

I dont think it can. GUI apps under linux are remarkably poor for thier
scriptability on the whole, compared with OSX for eg. I saw something
about automatically embedding scrptability into GTK menus, so external
apps could script menu choices etc., but I think it was just experimental.
FWIW, there are problems with using (LADSPA) plugins to remove noise, they
only get to pass one way over the signal, so the results wouldnt't be very
good. Decent noise removal lagorithms, like GWC, are multipass.

which had among it's features the ability to record/playback mouse
movements, clicks, and other keyboard input. This might allow some
scripting of a GUI app. Check the GNU site for this. I wish I could
remember the name; it was 5 letters and started with a G. Hmm, maybe
the last two letters were ss, maybe not. I'm a big help, aren't I...

Now that you mention it, csound has some tool which is named dnoise.
I've never used it before, but since I recently discovered it and now read
this thread I thought I'd let you know, maybe give it a spin.
