I would like to set up a Qtractor (non-mixer, etc.) channel which can
lower all MIDI events on a given MIDI channel by one octave. Is there a
plugin -- LADSPA, DSSI, LV2, etc. -- which does this?

There are a couple of things, but pidim was recently released and it
includes a transposer that does exactly that.

sorry,
qtractor does not support midi-filter/fx (midi_in -> plugin -> midi_out)
plugins at this time. you may have only
a) audio-fx plugins (audio_in -> plugin -> audio_out)
b) midi-instrument plugins (midi_in -> plugin -> audio_out)

There's a simple LV2 midi transposer in the Calf small plugins
http://calf.sourceforge.net/small_plugins/transpose_m
IIRC calf needs to be built with --enable-experimental to get the small
plugins.
