Just tried a 2nd test method: "pasuspender audacity" Now I get
"proper"
input/output listing in audacity. The recording quality is worse or no
better.

BTW, I just connected a mic to a small mixer and connected that to a
Behringer UCA202 USB interface ... and that works just fine.

IIUC monitoring through the app is always ok, but playback of a
recording, and/or recording with a Behringer UCA202 works, but fails
when using a Presonus Audiobox?

Yup :) The UCA202 works just fine. But recording though the Presonus is
awful. There is one difference, and I'll have to try it in morning ...
using the UCA202 I have a mic connected to a mixer and the mixer is to the
UCA202. Using the Presonus I have the mic directly into it. I'll see if
putting a mixer in the chain changes things.
And, yes, I've tried different USB ports. And, yes, about a year ago it all
worked just fine :)

No, it will not change anything related to the issue, it only could
make a difference, if you would hear issues already when monitoring the
audio signal.

The issue could be related to the load and real-time priorities when
recording audio. You could install
https://packages.ubuntu.com/cosmic-updates/linux-lowlatency
https://packages.ubuntu.com/cosmic/rtirq-init
after installing rtirq-init in /etc/default/rtirq edit RTIRQ_NAME_LIST
to
RTIRQ_NAME_LIST="usb"
then restart the computer to test if this makes a difference.

Not when just using PulseAudio or ALSA. There is enough buffering
happening that no frame should be dropped due to process preemption.
real-time stuff matters when using Jack configured for low-enough latency.
