Depending on your skills as a scripter I'd suggest to use one of the
scripting language libs for MIDI file manipualtion (Perl/Python ...).
Perl's MIDI library can read and write both file format versions.

muse do the job. In the export option you can choose between format 1 and 0.
There is a funny thing when I import the midi file to ardour3. Ardour
play the midifile in double time.

ardour3 currently ignores all tempo information in SMF files. you could
consider a bug, or a missing feature, or both.
