It's just an SB Live value (for now (: ) 

 If your app supports using Jack and Alsa, then check out meterbridge
 which provides beautiful meters. 

If you app does not support Jack but Alsa, you can try ameter
(an alsa plugin with a  display  taken from Meterbridge dpm):
