Well, of course the reacTable itself is an ongoing, not yet finished
project, but the basic fiducial stuff is freely available, and that's
a major component.
The dynamic patcher system they use in the current reacTable, which is
still derived from Pd AFAIK, is still in development as well and not
yet released. A very early version was presented at the pd~convention
2004, here's the paper:

there also are pictures of the prototype somewhere on that site and in
the Pd book "bang" as well.
Dynamic patching in Pd can be realized in various ways, you don't have
to do it the reacTable way, so that shouldn't stop anyone from bulding
a custom reacTable-like interface. And you don't need to use Pd, of
course, as the reacTIVision software generates OSC.
