You have indicated the good solution, but unfortunately alsaconf was not
in the package alsa-utils (contrary to the documentation).
In order to have alsaconf, I have received an excellent suggestion of
Nicolas Kowalski (VERIMAG Grenoble) :
- download the source of the package alsa-utils-1.0.6
- rpm -i alss-utils-1.0.6.src.rpm which put alsa-util.spec in the
directory /usr/src/redhat/SPECS
- comment the line of alsa-util.spec containing rm alsaconf (and the
following line after \)
- rebuild the package : rpmbuild -bb alsa-util.spec
the package can be found in /usr/src/redhat/RPMS/i386 (for my machine)
- install it with the options -i --force
With alsaconf, it's easy to find the good card (sb8) : all was nearly
automatically done. I had only to select this choice of driver between
the drivers for sound chips on an ISA bus.
After that, it was necessary to reboot to obtain the detection of the
soundcard.
CONCLUSION : most of my difficulties have happened from the removal of
alsaconf of the package alsa-utils, I don't understand why someone has
decided to do this removal.

I am using ALSA 1.0.6 the last package alsa-utils found in
http://download.fedora.redhat.com/pub/fedora/linux/core/3/SRPMS/
And in this package alsaconf is missing.
Ii's not a way too old for a user (not a developer).
I have verified that on the ALSA site that alsaconf that the package
alsa-utils-1.0.9rc4a contains alsconf.
But it seems to me a good idea to send a bug report with the solution of
the bug : update the package alsa-utils-1.0.6-3.src.rpm.

Sorry, but it is there. I just downloaded the indicated RPM and built it
myself. I also tested the alsaconf script just to be sure. It's there
and it works.
After installation, did you check /usr/sbin or /usr/local/sbin for the
script ? For some reason RH (and I assume the same for FC) does not
include the sbin directories in teh edfault system PATH definition.

I have checked the package alsa-utils-1.0.9rf-2.i386.rpm from the Fedora
Project in the following way and found that alsaconf is missing.
$ mkdir work
$ cd work
$ rpm2cpio ../alsa-utils-1.0.9rf-2.i386.rpm | cpio -id
But it seems to me a good idea to send a bug report
with the solution of

The Fedora Project seems to regard alsaconf as needless, for most users
who have single soundcard on PCI bus do not need it. But it is helpful for
some users who has ISA sound cards or multiple sound cards.

absence (volontary) of alsaconf in the most recent alsa-utils on the
fedora site.
It's not a bug, it's a decision that I deeply regret, because as you
have said, it is helpful for some users. In that case, it was useful for
using a sound card on an old computer (toshiba 310CDT).

Because Fedora is (rightly) trying to eliminate the need to use command
line utilities to perform basic system administration.
Their ALSA configurator is called system-config-soundcard. If alsaconf
succeeds where it fails, you should file a bug report against
system-config-soundcard.
