I saw the mosquito device that will annoy younger
people, but not older people:

Its pretty expensive. How would I begin to create that
from scratch? Can a sound-card generate those frequencies?
I imagine I would need a special speaker.
How about an amp?, does that also need to transmit the
higher freqs.? Is it like going from a bass amp to
a guitar amp? (and I need to keep going?)
Whats good software in linux to generate certain frequencies?

Yes, the frequencies are in the range 18kHz to 20kHz. Obviously
you need to choose a sample rate on the sound card which can
reproduce these frequencies, ie 44.1kHz or above.
I imagine I would need a special speaker.
Standard tweeters from a standard stereo should reproduce them just
fine.
How about an amp?, does that also need to transmit

Any decent amplifier should do it.

It should be easy to create these sounds using Csound, Supercollider,
Pd, or in fact any of the many, many soft synths available for Linux.

As pointed out by Tim below, it shouldn't be expensive.
This thing seems to be targeted to people with enough
money and holding strange opinions. To quote the web page:
"Anti social behavior has become the biggest threat to
private property over the last decade and there has
been no effective deterrent until now."
As if you could solve this by a 'deterrent'. If I were
an "anti-social teenager" I'd keep my iPod earphones in
place and be immune to this gadget. The even more anti-
social would probably use a paint spray to disable the
thing in seconds. I wouldn't blame them for doing so.

That's indeed all it should take. Total component cost
around $15 or even less.

It works the other way too. I lost a lot of my high-frequency
hearing at one rock concert at age 18 (was pressed right up
against the speakers and didn't know enough to stuff my ears
with tissue.) Now I'm 37. I can't make out voices if I'm in
proximity to running water or other white noise in the same
frequency range, but I can still hear really high-pitched whines
like the ones CRT's and some security systems make. I'm sure
there are other adults who'd be annoyed by this thing too.
That said... ear buds and/or spray paint, totally. Not that
teenagers who are loitering are likely to be wearing ear buds
while they talk to each other, nor are they likely to escalate
to vandalism, but those are options. Much as some people would
like you to believe that teenagers behave like insects or
rodents, they never have and probably never will. That device
and its site are comical. As far as I can tell, the biggest
change that's come about as a result of its existence is that
teenagers now have ringtones that they can hear and most adults
can't:

The right frequency and amplitude and you'll run for the smallest room

This stuff is great. I know that this isn't "linux" related, but i bought a
couple if 555 IC as per the previous suggestion to make a high pitched siren.
Next I'll move on to the following suggestion ... "makes you need to go poop ...
now" noises. This 555 thing will take me a while, i need to brush up onmy soldering
skills.

Do you trust those mythbusters to get it right? - I took Fons' remark
as a late april fools hoax and the "small room" allusion as hint that he

There is some medical therapy that involves low freq. "infrasound
massages" and it apparently works well to relax muscles and stir up some
%*&#. - not that it'd have any applications as Anti-Theft device, but

would have been to obvious!
seriously, low frequencies make a lots flair in cinema. and a just 17Hz
sine won't do the trick there. - I had good experience with
`paul-strech`ing a cello sample and smoothing/filtering it with rezound.
