It does.
However, I find that latency below 64 frames is nice for testing
purposes but makes no noticeable difference when making music.
So one question still remains: what advantage(s) would
a RME card have
compared to M-Audio?
You get more channels for more money. I believe they are both good
products and well-supported under Linux.
