It's just the most practical way of keeping out the spam.
I can vouch for the above. We tried 100% open at the LQ Wiki, but
the spam quickly became an issue. As it is now, to register all you need
to do is enter a username and start editing. The HCL requires a forum
account, but that only requires slightly more info - username and email
address (and we will absolutely never spam you). It is a sad reality
really...
