a) hanging is better than wall-mounted boards
b) decoupling actually helps, at least a bit
First thing to find out is if the sound is actually transmitted
via the walls or just via the air. In the latter case, nothing
related to mounting will help. In the other, it all depends on
how 'heavy' your walls are.
