I've been gifted an ASUS Republic of Gamers (ROG)
G750JX laptop but am having a

sudo /usr/bin/cpufreq-set -r -g performance
and instead always runs in ondemand mode.
It has a base speed of supposedly 2.4G, but actually runs at 2.3 or less and
very occasionally hits' 3.4G, just *after* Xruns.
There is nothing in the bios I can find regarding CPU frequency

My T420 tends to frequently exhibit considerable resistance to running
at full speed until I do
sudo powertop
and check the frequencies there. After exiting the utility, the
throttling appears to be gone.
And yes, cpufreq-info claims to use the "performance" frequency
governor, but it doesn't seem to take hold until I check with powertop.
No idea what the real fix would be. Possibly worth a try in your case
as well.
