Eh eh, I see your point there. In fact I said "considering your
preable", that is the OP is "getting started with creating electronic
music in Linux" and I thought pointing to PD would be useful. But truly
PD is quite a beast for just getting started with sampling :)

Considering your preamble I would suggest having a look at Pure Data
(aka PD)... although it doesn't specifically do what you're asking it
would be easy to create a sampler with those characteristics (wouldn't
be surprised if it already existed) and of course much more,
